House Bill 1163 is one step closer to becoming law, as the bill to require a permit to buy guns cleared the House last week. Essentially, the bill, as proposed, would require a permit and the completion of a gun safety course to purchase a firearm. Next stop, the Senate. As written, the bill would require a guy buyer to apply for a five-year permit through the Washington State Patrol, inclusive of finger printing and the completion of a firearms safety training course. Opponents to the bill, of course, claim that it creates barriers to people’s constitutional rights to own firearms.
