Needing a permit to buy a gun may soon become a reality in Washington State, as Democrats in the Senate voted in favor of the proposal Monday; House Bill 1163 passed the Senate with a 29-19 vote. It is now headed back to the House to concur on amendments made in the Senate; the bill must be concurred by April 27th of this year.
The measure would require gun buyers to apply for a five-year permit by submitting fingerprints through a local law enforcement agency in the jurisdiction where they live. It would also require a certificate of completion of a certified firearm safety course within the previous five years, or, alternatively, proof that applicants are exempt from taking the course. Permits to buy firearms would be issued to eligible applicants, or denied to ineligible applicants, within 30 days of the applicant’s filing.
It is postulated that a permitting system would reduce the “diversion of methods” to those who should not have firearms, such as people with criminal backgrounds.
